Cox Automotive Research Reveals the Tax Season Affordability Gap – and Why Hertz Car Sales Has the Answer

Tax season is bringing high-intent car buyers to market, but a widening gap between what shoppers want and what they can afford is reshaping purchase decisions in 2026. New data from Cox Automotive shows that more than half of refund-driven buyers are purchasing out of necessity, and most expect to spend well below today’s average new car price of nearly $50,000. Hertz Car Sales is meeting that moment with the largest selection of near-new, model year 2025 vehicles in the U.S. used retail market – priced on average at more than half the cost of buying new.

Necessity Is Driving Tax-Season Car Buying as Shoppers Seek Affordable Vehicles, According to Cox Automotive Survey

Hertz Car Sales, an Autotrader Buy Online client, is closing the affordability gap with the U.S.’ largest selection of ‘near-new’ vehicles at half the cost of buying new*

ATLANTA, April 14, 2026Cox Automotive today released findings from its 2026 Tax Season Consumer Survey, revealing that necessity is driving the majority of this year’s vehicle buying season. Against a backdrop of higher vehicle prices and fuel costs, the survey findings help contextualize a market where affordability pressures are shaping how buyers approach vehicle decisions.

Cox’s survey findings reinforce the profile of this year’s tax season shopper:

    • Ninety-three percent of shoppers using their refund toward a vehicle had already planned to buy before filing taxes.
    • More than half (52%) cite necessity as the primary motivation.
    • Although 80% prefer to buy new vehicles, affordability constraints remain significant. Shoppers said they expect to spend less than $40,000 – well below the $50,000 average new car price – setting up potential sticker shock as market realities set in.

Available to Buy Online on Autotrader, inventory from dealers, as well as trusted partners like Hertz Car Sales are helping bridge the affordability gap consumers face by expanding access to ‘near-new’ vehicles: an emerging category of cars that are typically a year old or less. Through its on-lot inventory and Rent2Buy® vehicles sourced from its expansive rental fleet, Hertz Car Sales offers the largest selection of ‘near new’ vehicles – model year 2025 vehicles – in the used retail market. With pricing informed by Kelley Blue Book insights, Hertz Car Sales offers single-owner, well-maintained and regularly serviced vehicles that provide a compelling alternative to buying new.

“Tax season has always brought high-intent shoppers into the market, but this year their motivations look very different,” said Erin Lomax, Vice President, Operations Consumer Marketplace at Cox Automotive. “Consumers are navigating real financial constraints, and they’re looking for dependable, high value vehicles that fit real budgets. Our latest survey reinforces the importance of transparency and affordability for automotive retail.”

Affordability pressures remain top of mind. Early IRS filing season data shows the average tax refund is up 8.5% year-over-year. Yet consumers surveyed still report modest expectations, intensifying affordability concerns for in-market shoppers. Elevated new-vehicle prices, rising gas costs and interest rates continue to influence decision making, leading buyers to seek transparent pricing, predictability and trusted service histories.

“What we’re seeing at Hertz Car Sales this tax season is a buyer who knows exactly what they want: maximum vehicle for their money,” said Chris Berg, Executive Vice President of Global Fleet Management at Hertz. “Near-new inventory, vehicles a year old or less with low mileage, is proving to be the smart play in today’s market.”

As affordability pressures continue, Cox Automotive encourages its industry partners to emphasize transparent pricing, digital retailing tools, and dependable late model inventory aligned with today’s necessity driven buyer. Digital retailing and financing tools that offer upfront clarity will be essential differentiators for dealerships serving shoppers who expect higher interest rates this season.

*Largest selection of 2025 models claim is based on the number of vehicles listed for sale on competitor dealer websites as of the date of release.

ESTERO, Fla., February 19, 2026 – Hertz hosted its second annual Employee Car Show and Meet the Fleet event today at the company’s global headquarters in Estero, where cars of all eras took center stage. The event celebrated employees’ passion for vehicles while offering an exclusive look at the new models joining the company’s 2026 rental fleet.

This year’s event was co-hosted by two of Hertz’s Employee Resource Groups: Veterans and First Responders, serving as the primary sponsor, and GenH (Generation Hertz), which supports employees who are newer to the workforce or to Hertz. Together, the ERGs delivered a program that highlighted Hertz’s strong employee car culture and reinforced the company’s commitment to service, innovation, and community engagement.

The event showcased an impressive lineup of employee-owned vintage classics and high-performance sports cars, vehicles from the Lee County Sherriff’s Office and Estero Fire Department, and a range of new 2026 model-year vehicles that will be available for customers to rent at Hertz nationwide.

“Hertz employs thousands of car enthusiasts, including myself and many at our headquarters and throughout Southwest Florida,” said Mike Moore, Hertz Executive Vice President and Chief Operating Officer, and executive sponsor of Hertz’s Veterans and First Responders Employee Resource Group. “This event is a great way to celebrate that passion while also giving our employees a firsthand look at the latest makes and models joining our new and refreshed fleet so they can better serve our customers and deliver a great rental experience.”

Hertz’s Fleet team and local dealership reps showcased a variety of the new 2026 models that will soon be available to rent at Hertz, including luxury vehicles such as the Cadillac CT-5, Genesis GV80, Mercedes GLE350, Volvo XC90 and more.

“It was great to see iconic cars like the DeLorean and a ’64 Chevy alongside some of the 2026 models we’re renting,” said Jessica Owens, event co-chair and Hertz Account Service Representative. “I’ve always appreciated cars, and it’s rewarding to work with people who share that interest and enjoy bringing it to our customers.”

The annual Hertz Employee Car Show and Meet the Fleet Event is one of several ways the company is engaging its employees and in its broader fleet strategy, which is focused on ensuring customers have access to newer vehicles equipped with the latest safety features, technology and comfort.

Today, the majority of Hertz’s fleet is less than a year old, reinforcing the company’s commitment to offering a modern, well-maintained fleet while also giving employees firsthand exposure to the vehicles they rent to customers every day.

Hertz Car Sales Expands Rent2Buy Program to 100+ Cities

ESTERO, Fla., August 14, 2025 – Hertz Car Sales today announced the nationwide expansion of its popular Hertz Rent2Buy® program to more than 100 cities. As consumers increasingly embrace the “try before you buy” approach—from furniture to fashion—Hertz Car Sales is meeting the moment by redefining the traditional test drive. The Rent2Buy program offers thousands of well-maintained, competitively priced used vehicles—including newly added 2025 models—for an extended test drive.

Rent2Buy eliminates the pressure and guesswork of traditional car shopping by allowing customers to test drive vehicles at a low daily rate for up to three days before purchasing. In fact, 80% of those who rent through the program choose to buy the vehicle. Customers can browse online, reserve a vehicle, and take it home for a 3-day test rental. The low daily rental fee is completely waived if they decide to buy.

“Buying a car is one of life’s biggest decisions, and we believe customers deserve more than a spin around the block to make it,” said Jeff Adams, Executive Vice President of Hertz Car Sales. “Rent2Buy reflects how we’re rethinking every part of the customer experience at Hertz: giving people the time, tools, and transparency to feel confident in their choices. Whether it’s testing how a car fits into your daily life or simply making sure it feels right, Rent2Buy puts the power back in the customer’s hands, with no pressure and no surprises.”

    How Rent2Buy Works:

    1. Choose your car – Browse a wide selection of vehicles online, including newly added 2025 models.
    2. Test it for 3 days – Take a complimentary 2-hour test drive or rent the car for up to 3 days at a special low rate.
    3. Make it yours – Love the car? Buy it and Hertz will waive the rental charges. In many states, you can even complete the purchase from home.

    Peace of Mind Comes Standard
Every Rent2Buy vehicle is backed by a 12-month/12,000-mile limited powertrain warranty (whichever comes first), 24-hour roadside assistance, travel breakdown protection, and a 7-day/250-mile buy-back guarantee (whichever comes first)*.

Because Rent2Buy vehicles are still part of Hertz’s active rental fleet, buyers get early access to newer, lower-mileage cars, often priced below Kelley Blue Book Suggested Retail Value.

Whether you’re looking for a reliable commuter car, a family SUV, or a luxury ride, Hertz Car Sales makes it easy to find the right fit without the pressure.
